Rules & Judiciary confirms Personnel Director Richardson

ST. THOMAS – The Committee on Rules and Judiciary conducted a hearing to consider the confirmation of Governor Albert Bryan Jr.’s nominee to lead the Division of Personnel at the Earle B. Ottley Legislative Hall on Thursday, December 9, 2021, on St. Thomas.

Governor Albert Bryan Jr. nominee, Cindy Richardson, to be the next director for the Division of Personnel received a favorable recommendation from the committee members in attendance. At Large Senator Steven Payne showered Richardson with the compliments that hailed from the staff on St. Croix.

“Your comments are very humbling,” Richardson said as she composed herself. “I am Cindy L. Richardson, and I am deeply honored to appear before this body today as the Division of Personnel’s Director Nominee.”

Richardson was born on the island of St. Thomas to Henry and Irene Richardson. She attended the Sts. Peter and Paul Catholic school for grades K-12th. She is the eldest of two children. The nominee has two daughters – C ’Anne J’Nae and Tyra Lynn.

After completing high school Richardson attended George Mason University in Fairfax, VA where she obtained a Bachelor of Science in Marketing. Richardson returned home after graduation and later started her career at the University of the Virgin Islands where she worked in the then Chancellor’s Office, preparing part-time faculty contracts.

Richardson went on to obtain her master’s in business administration (MBA). While at UVICELL, she served as the registrar, managed the Law Enforcement Planning Commission’s (LEPC) Homeland Security grant coordinating territorial trainings for the VI Police Department, VI Fire Service, and other emergency personnel, and created the first Spanish for Law Enforcement Personnel course.

A few years after 9/11, Richardson coordinated many of the Weapons of Mass Destruction trainings for our local first responders. The nominee joined the Department of Labor in 2007 where she served as Assistant Commissioner until her nomination for the Division of Personnel.

Non committee members, Senators Alma Francis Heyliger and Donna Frett Gregory participated in interviewing the nominee. Senators Novelle Francis Jr., Steven Payne, Carla Joseph, and Milton Potter voted in favor of the nominee moving forward to the full body for further consideration. Committee members Kenneth Gittens, Genevieve Whitaker and Franklin Johnson were absent from the proceedings.
