WAPA names former Mon Ethos VP as new chief administrative officer

The V.I. Water and Power Authority has announced that Anthony Thomas will serve as the utility’s new chief administrative officer, following a vote by the governing board Thursday.

“Anthony Thomas brings a proven track record of operational excellence and transformative leadership to WAPA,” according to a statement from Karl Knight, CEO and executive director of WAPA. “His extensive experience in both government and private sectors, as well as his familiarity with the policies and processes of WAPA, will be invaluable as we continue to strengthen our operations and enhance our service to the community.”

Thomas served as commissioner of the V.I. Department of Property and Procurement from 2019 to 2023, and also served on WAPA’s governing board in 2019 and was re-elected chairman in 2020. He previously served as chief of staff for the Education Department where he coordinated disaster recovery efforts and managed a $175 million project following Hurricanes Irma and Maria. Earlier roles include district manager at The Akal Group, where he supervised federal contracts with annual revenues exceeding $4 million, according to the statement.
